PUBLIC HEARING, Resolution 2935: An Emergency Appropriation Resolution Appropriating up to $2,000,000 to the COVID-19 Emergency Individual Assistance Grant Program; Funding Provided by the CARES Act Special Revenue Fund.

MANAGER'S REPORT:

In light of the deappropriation action taken at tonight’s meeting, the Assembly has financial capacity to approve a supplemental appropriation for the Individual Assistance Program. If federal legislation extends the December 30 CARES Act deadline, then the Grant Administrator likely has capacity to process a supplemental appropriation.

Approximately 1800 people have applied for this program, and approximately 50% also applied for the Housing Assistance Program. The current $2M appropriation is estimated to provide grants for 975 applicants. Approximately 33 applicants remain eligible for Individual Assistance, but there are insufficient funds. Staff has proposed a supplemental appropriation of $100,000, which should cover the grants for those 33 applicants.

RECOMMENDATION:

The Assembly should make this appropriation in accordance with its determination on community needs.
