| | RECOMMENDATION:
Staff recommends that the Planning Commission recommend the Assembly APPROVE CSP2017 0014, an extension of the West Douglas Pioneer Road through CBJ lands on west side of Douglas Island.
The following conditions are recommended:

To minimize any increased pressure on the Douglas Island deer population due to the improved hunter access, future public use of the CBJ North Douglas ‘pioneer road’ shall be restricted to non-motorized vehicles.

If public or private motorized vehicles are allowed to use the CBJ North Douglas ‘pioneer road’, they shall be limited to using the improved access road surface in order to protect surrounding sensitive areas including wetlands and fish habitat.

To mitigate for the fill of wetlands for the construction of the CBJ North Douglas ‘pioneer road’, CBJ shall provide suitable mitigation areas and consult with the Wetlands Review Board on the location of these areas.

The CBJ project manager shall ensure the contractors are made aware of the possibility of finding burials, artifacts or other archeological finds during the project construction. If any historic, prehistoric, or archeological sites, locations, remains, or objects are discovered during development activity, all work in the area must cease, and the applicant/permittee/whomever must immediately notify the State Historic Preservation Officer at the Department of Natural Resources and the Douglas Indian Association.
